
Institutional & Regulatory Framework for Faecal Sludge Management (Mega City Dhaka)

Due to the inadequacy of FSM services, many people are forced to dump sewage into nearby water bodies or low-lying areas deliberately. Such activities are of environmental and public health concern, with low-income groups particularly affected. As a result, due to the need and existing demand for FSM services, this service can be successfully implemented at the community level under a strong regulatory framework with the participation of the private sector with relevant stakeholders (such as Dhaka WASA and City Corporation). Indeed, effective sewage management services will make onsite sanitation technologies sustainable in the long term in slums and low-income communities. The primary objective of the Sewage Management Framework is to assist Dhaka North City Corporation and Dhaka South City Corporation in implementing sewage management services. Precisely by identifying different ways of implementing waste management services and by determining the specific roles and responsibilities of various institutions and stakeholders, particularly Dhaka North City Corporation and Dhaka South City Corporation, in implementing effective pavement management.
