This document outlined a research project that investigated how well the Hygiene and Behaviour Change Coalition (HBCC) program included people with disabilities and older adults during the COVID-19 pandemic. The report highlighted the increased vulnerability of these populations to COVID-19 and the challenges they faced in accessing hygiene resources and information. While the HBCC program had aimed to reach a billion people and included accessible handwashing stations and tailored materials, a deeper evaluation was deemed necessary. This research aimed to understand how effectively the program had reached people with disabilities and older adults in three countries (Kenya, Indonesia, and Zambia) and to assess the overall inclusivity of the program across five countries (including Sierra Leone and Bangladesh).
